Not able to offline volume because of open files

I'm trying to offline a volume that currently has no cifs shares, nfs shares, or luns created from it, though there is used space. When I try to offline via the gui or cli I receive:

netapp> vol offline vfiler1

Volume vfiler1 may not be offlined because of 33 open files:

The registry_control process has 33 files open :

        /vol/vfiler1/etc/configs/config_saved

The  /vol/vfiler1/etc/configs/config_saved line is repeated as every open file. I'm not able to find any relevant documentation on how to close these files or even see they are open (besides this error). Has anyone experienced this or have any tips to resolve?

Unite is a FAS3040 using version NetApp Release 7.3.5.1P1. A firmware upgrade and/or reboot are not possible at this time.

I'm inferring from your volume name that you are running multistore - have you stopped the vfiler that runs on this volume?

That was it, not sure how I missed this. I thought I had looked before and saw no active vfilers running on this anymore.
