Create Snapshot Schedule

I have been trying to create a new snapshot schedule and apply the schedule to a policy. With the available commandlets I see, it seems like you can only add, delete and modify the canned schedules. Is there a way to create a new schedule with powershell? Once I have the schedule created I can apply it. I want to have a 4-hour snapshot schedule that runs at 4,8,12,16,20 and of course the daily will run at 00.
