Can't upload MySQL plugin to SnapCenter host (4.3.1P2)

When attempting to browse and upload plugin the following error occurs-

There are some problems with the Plugin_Descriptor.xml file of plug-in package 'Plugin_descriptor' : End of Central Directory record could not be found.

Make sure the Plugin_descriptor.xml file is created per the documentation and is saved in the correct place in the zip file. Note that the location is different for perl than for the rest of the plug-in types. This is discussed at the bottom of the same document linked above.
