i have received the below message from netapp filer

(DISK NOT SPINNING) CRITICAL

is this mean the disk failed ?

Hi Jaber,

Could you check the disk broken pool,

Command to check - vol status -f

If you see the disk in this pool which means the disk is faulty and needs replacement.
