Reallocate Scan and Optimization

Hi there

So I am running rellocate scans on my volumes after adding a spare disk into our aggregate.

However I cant seem to get the volumes to improve past Optimization:2

One of the volumes has been scanning for over a week (Interval: 1 day)

I run a measure first then a start -p

I realise this is a hard question to answer but is this normal or do i admit defeat that these volumes will never be better than 2 optimization
