I'm wondering if it is possible to browse/access snapshots on a destination SVM-DR (while the destination if offline)?

If the volume is offline state, I don't believe so.

Is it possible to online the volume without causing a full SVM-DR switchover?

Basically we'd like to browse old Snapshots (which are already gone on the primary side) from time to time to restore a single file. How could you do that?

I believe you can create a clone of a SVM DR. You have to break the SnapMirror relationship temporarily, create the clone, break the clone, and then resync

the SM relationship
