Per https://kb.netapp.com/Advice_and_Troubleshooting/Data_Protection_and_Security/SnapMirror/SnapMirror_CSM%3A_An_operation_did_not_complete_within_the_specified_timeout_window this means you have network errors/issues. This would require investigation to make sure there aren't things like packet loss. A packet trace would be prudent as well. https://kb.netapp.com/Advice_and_Troubleshooting/Data_Storage_Software/ONTAP_OS/How_to_determine_packet_loss_and_the_possible_reasons_it_could_be_occurring
