Does anyone know if the copy offload on NAS volumes works between volumes that are in different aggregates and different nodes?

From what I was told, as long as it is on the same cluster, then yes.

According to this kb, it says - "Yes".

Copy between volumes in same SVM (different node) = Yes (Your query)
Copy between volumes in different SVM, same cluster = Yes

Please note: As per the kb, To add support for some VAAI operations (copy offload etc), install the Netapp NFS Plug-in for VMware VAAI on the ESXi host(s).
