No Root Aggregate

On my Netapp 2552 after booting it has no root aggregate, when running a script to assign drives they have nowhere to go. How do I create a new root aggregate?

Is this a acquired system ? Is it the first time you have booted this off ? Have you properly initialized the system ?

Drives are assigned to controllers, aggregates are built upon drives.
