I have a FAS8300 whose SP state keeps restarting after the controller replacement, yet this SP can be accessed normally.

13.4 is really outdated and 13.7P1 is not so "old" but can be updated to 13.10P1, which is compatible with ONTAP 9.7 onwards. Would be possible to update it (NetApp Support Site - System Firmware & Diagnostics - 30804160_ontap (Download)) and verify that the BMCs of both nodes are stable after that?

If necessary, a NetApp Support case can be opened for further analysis and troubleshooting.
