Power consumption for controllers and drive shelves is listed in Hardware Universe.

Hardware Universe is the place you want to look (https://hwu.netapp.com/), and you'll need to add the disk shelves up as well from there. Alternately, NetApp SEs and partners can build out your system in Synergy and it has lots of good output, including the full power usage.
