Is it possible and supported to use Cisco's DS-SFP-FC16G-SW on FAS2650 with ONTAP 9.2?

No, it's not supported. Check the Hardware Universe for supported 16G FC SFP's.

It won't be supported, but there's a good chance it would work in a pinch while you wait for the proper one to be delivered - the Cisco OEM part is FTLF8529P3BCV-CS and one of the NetApp OEM parts for X6596 (16Gb FC for FAS2650) is FTLF8529P3BCVA-N1 - so they're essentially the same part.
