Urgent inquiries

I have FAS controller FAS3220 with 2 disk shelf , I bought new disk shelf DS2246 size 1.2 TB/24 ,

1- Is it work probably ,I mean is it work with high performance with out any licence .

2- what the purpose of license (OS Enable,Per-0.1TB,ONTAP,Cap-Stor,0P,QS) is it mandatory for this case .if important how many licence need .
