That is normal. There are some activities that are going on the array even when there is no host I/O. These core activities will not impact host IO performance when they do come.

This percentage is normal, check to see if the system has deduplication, compression, snapshot, or synchronization tasks enabled, and if there are any tasks being processed in the background, which also take up CPU utilization.
