Finally, the following is from our Certification team related to ONTAP certifications:

NetApp certifications are not release specific. Current certifications remain relevant and applicable to partner compliance requirements.
If you are currently certified, there is no need to recertify before your current certification expiration date.
As part of our regular exam update process, the NetApp Certification exams will be updated to incorporate ONTAP 9 features and functionality after the underlying courseware is developed and released.
Exam release dates are not confirmed, but they are estimated to be in December 2016
