Unable to start OnCommand System Manager on fresh install with Java 7 64 bit

Hello,

I'm unable to get OnCommand System Manager to work on my freshly installed Windows 7 pc. Reinstalled Jave, reinstalled OnCommand System Manager 3.1.1, but when I clikc the shortcut or the SystemManager.exe executable, nothing happens. Not even an error. I put the Java secirity settings as low as possible, still nothing. At this moment I'm on Java 7 Update 71 64-bit. Default browser is Chrome.

Any help is appreciated..

Ok, managed to get it started by clicking SystemManager.jar, but this can't be the right way no?
