OCSM 3.1.2 doesnt launch

I am running 3.12 system manager and it does launch at all.

Before installing it complained about having 64 bit java 7. After install the same version of java, I was able to install system manger.

But now its not launch, I have removed all other version of java in my windows 7 laptop.

Any clue on whats happening ?
