Missing Custom Error Message Dialog WFA 4.0

I've been working with WFA for quite a while, but noticed recently that in my WFA 4.0 deployment, the Custom Error Message box is missing in the Resource Selection pane:

I went back to my WFA 3.1 machine and checked the exact same canned workflow, and the dialog is there:

Is this a bug in WFA 4.0, or is my install screwed up?

I also checked my production WFA 4.0 install, and the Custom Error Message dialog is missing there as well.

This is a regression bug which got introduced in WFA4.0. This is identified and the fix will be available in next WFA relaese which is not too far.
