&lt;P&gt;Please take a look at this KB, try the workaround suggested.&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;After upgrading to OCI 7.3.2 or later the first launch of the Java client is successful. Subsequent launches fail with "Unable to launch the application" java.io.IOException: Server returned HTTP response code: 403 for URL: https://oci-&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;KB:The OnCommand Insight Java client will not launch twice in a row&lt;BR /&gt;&lt;A href="https://kb.netapp.com/app/answers/answer_view/a_id/1097013" target="_blank"&gt;https://kb.netapp.com/app/answers/answer_view/a_id/1097013&lt;/A&gt;&lt;/P&gt;

      <title>OnCommand Insight Application Error: "Unable to launch the application"</title>

      <description>&lt;P&gt;Hi all,&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;I had no problem to launch&amp;nbsp;OnCommand Insight 7.3.&lt;/P&gt;
&lt;P&gt;But, when I run&amp;nbsp;&lt;FONT style="background-color: #ffffff;"&gt;OnCommand Insight&lt;/FONT&gt; 7.3 now, it cannot launch with&amp;nbsp;&lt;FONT style="background-color: #ffffff;"&gt;"Unable to launch the application"&lt;/FONT&gt; error window.&lt;/P&gt;
&lt;P&gt;java.io.IOException: Server returned HTTP response code: 403 for URL: &lt;A href="https://oci.local/client/app/http-client.jnlp" target="_blank"&gt;https://oci.local/client/app/http-client.jnlp&lt;/A&gt;&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;OS: Windows Server 2008 R2(64 bit)&lt;BR /&gt;Memory: 32GB&lt;BR /&gt;HDD Free space: 500GB&lt;/P&gt;
&lt;P&gt;&amp;nbsp;&lt;/P&gt;
&lt;P&gt;Please advise me.&lt;/P&gt;
