Postponing data transfer when creating relationships

Is there a way to postpone the transfer of data until the scheduled time of the policy when creating a dataset in Protection Manager? When my customer creates the dataset and applys the policy to it, it immediately starts doing the baseline of the data. He would like to delay that until the time of the policy schedule.

One way to achieve this is by having the throttle set to zero during other times than the scheduled backup time. Below is the conformance error message that I got.

Change the throttle setting or retry the task at different time.

The conformance monitor runs once every 1 hour will try to conform but will fail, but once the bandwidth becomes availabe the baseline/creating relationship will happens. Below is a pic of how my throttle looks like
