The Learning site is open to everyone. You can see that "getting started" path at the middle. https://netapp.sabacloud.com

I'll suggest to focus on ONTAP 9*. As it's the most common NetApp product these days. 

Keep in mind that the ONTAP simulator that is essential for actual practice is only downloadable to customers and partners - and not open to the public..
