Not sure. The max no of concurrent dedupe processes is 8 on all controllers. If you could supply some more information it may help.

What Controller are you using?

What version of ONTAP is it running?

Does this system have a high utilisation? (sysstat -x 1)

Are there any snapshotting, mirroring, vaulting occuring ?

Are these scheduled, manual or auto dedupe processes?

hopefully that should get this started.
