Hello,
Requires data ontap 7 version and ontap 8.0,8.1 version.
Until recently, the software had access to the software download page.
Did something change?

Please note - Once the Software is moved to "Self-Service Support", it will not be available online for downloads. Both 8.0(31-12-2018)/8.1(28-02-2020) are well past their "End of Self-Service Support".
The minimum version I am able to see from software download page is:

Do you know where that can obtain the file?
If you have a number of controllers that ARE in support and you need it for migration, please contact your account team directly and see what they can do.
