Day-0 Command Example - Change Cluster Failover monitor Status

A workflow command for enabling or disabling the cluster failover monitor.  This is a WFA version of `cf enable` and `cf disable` in one.  Pass to the command the controller name/IP and either "disable" or "enable".

Update: I did test this using a pair of FAS2040's.  (Thanks Brian)  Worked fine.
