You must have protection manager license/BCO license enabled in order to discover snapvault relationship. Also OM only discovers Qtree to Qtree snapvault relationship that are created using the physical filer/vfiler0 IP address.
Are the credentials for the source and destination filer been set ?

You can modify the below option, but it is not advisable to modify the default monitoring interval.
# dfm option list|grep -i snapvaultMonInterval
snapvaultMonInterval 30 minutes

Instead of changing the monitor interval, you can also use "dfm host discover src-name" and "dfm host discover dst-name" to force OnCommand to rescan both the source and destination storage systems. That will run in a few minutes.
