Short answer... do not replace the DIMM. See: How to troubleshoot correctable memory errors on FAS and AFF systems For your platform and ONTAP version, specifically see: Correctable memory errors in ONTAP with dynamic thresholds

Internal shelves of controllers (like AFF A250, AFF A800) are hard-coded to ID = 00.
When setting NS224 shelf IDs that are attached to controllers with integrated (internal) storage, always start with 01 or higher. Make sure shelf IDs are unique within an HA pair, at least. https://docs.netapp.com/us-en/ontap-systems/ns224/change-shelf-id.html

X65402 (332-00389) is also a 40GBASE-eSR4 QSFP transceiver and is supported on AFF A700s onboard ports.
Maybe it's time to start suspecting the EX4550-EM-2QSFP module?

The A700s 40GbE onboard ports are known to work well with Cisco 40GbE Twinax, generally. It is most likely an issue on the switch side. You can consider using the switch vendor's supported CR4 cables or as others have suggested... go with optical (SR4).

There's a few useful KB articles covering this error. It could be miscabling or it could be that you have ports that should be in the Cluster IPspace or vice-versa (they're supposed to be Cluster, but are in the data IPspace). For an AFF A250, ports e0c and e0d should be in the Cluster IPspace. https://kb.netapp.com/Special:Search?query=Unused+cluster+ports+exist+in+the+cluster&type=wiki

It is better characterized as a motherboard procedure, but it is a supported way to change the mezzanine that is being used. Order Qty: 2 of this part and any applicable SFP cables/optics.
X3218A Controller,No MEM,CNA,C190,FAS2700
You will need to move over all of the internal components from the old motherboard (DIMMs, NV battery). You will also need to open a non-technical case to transfer your support entitlements and licenses to the new motherboard's system serial number (SSN).

There's a few red flags, here...
First, an IOM12 shelf module is not supported in a DS4243 chassis.
Second, a DS4243 (or any NetApp shelf) cannot be connected as a JBOD to any arbitrary host. NetApp shelves are only attached to NetApp FAS or AFF controllers.

For front-end data networking use, we have a flexible policy. Using 3 rd party optics/cables is permitted, as long as they are similar in technology and compliant with applicable Ethernet standards. Generally, you would avoid active copper and active optical technologies, unless we specifically have our own solutions for them (per HWU). If using another vendor’s cables/optics, best to stick with ones that are approved by the device/switch vendor.
So, “Try it – it might work. YMMV”. But since you do not have support entitlement, your options might be limited.

BTW, you mentioned "FC mezzanine"... I think you are referring to the X1152 10GbE/25GbE 4-port module, right? Just checking... "FC" usually means Fibre Channel to many people.

If your drive model string matches the ones listed in Bug 1335350 and in this Support Bulletin: SU448: [Impact: Critical] SSD (PHM2*) firmware to prevent data loss / unavailability
Then the drive is not recoverable in the field. You would need to have support entitlement to pursue recovery efforts that would involve NetApp resources.

Upgrading ONTAP is a good idea. 9.1 went EOVS a while ago,
For 9.1-9.3, you would use the cluster unjoin command.
https://docs.netapp.com/us-en/ontap-cli-93/cluster-unjoin.html
I assume you plan to leave the 8080 in the existing cluster and unjoin the 8020 from it.
Follow this document to ensure a successful removal:
https://docs.netapp.com/us-en/ontap/system-admin/remov-nodes-cluster-concept.html
Reinitialize the 8020 to set it up as a new 2-node cluster.
