If I already have a hot spare disk partition for a root disk partition and a hot spare partion for a data disk partion, is an addtional hot spare disk required andy why?

That's good enough. Spare partitions are shared amongts the 2 nodes in the HA pair.

Disk partitions are used for sharing between two nodes, and additional hot spare disks are required to minimize the possibility of data loss.
The ONTAP maximum file limits is lesser than the maximum possible number of files supported by ONTAP for a volume. This video explains the reason why ONTAP has this lower limit on the file count.
