[ltd-00002] Quiescing databases finished with errors

A fresh install of Windows 2008 R2, Lotus Domino 8.5.33

I do not get the Domino Plug-in to work at all. Below are the errors in my log:

I have seen others with the ltd-000002 error, but none with the subsequent error SCF-00037.

Any ideas why my Quiescing fails?
