Hi,
Your observation is correct!
SnapDrive 7.1.5 as a standalone component is "only supported" until "ONTAP 9.3".
NetApp SnapDrive for Windows:
https://mysupport.netapp.com/info/communications/ECMLP2843910.html
This customer product communiqué announces end of version support for NetApp SnapDrive 7.1, 7.1.1, 7.1.2, 7.1.3, and 7.1.4 for Windows. We will continue to support NetApp SnapDrive 7.1.5 for Windows. However as a standalone product only supproted with 9.3
Regarding your query:
Yes, there are certain SnapManager Products which will be supported with latest ONTAP versions and for those versions, SnapDrive will come as supported bundled : It basically means, for these products SnapDrive will be supported however the moment it is in a standalone configuration without SnapManager product then it will not be supproted.
SnapManager Products such as:
SME:7.2.1 supported with ONTAP 9.2/3/4 [SnapDrive 7.1.5P1 comes bundled]
SMHV:2.1.4 supproted with ONTAP 9.3/4/5/6/7 [SnapDrive 7.1.5P2 comes bundled]
SMO:3.4.2 supported with ONTAP 9.2/3/4/5/6/7 [SnapDrive 7.1.5P2 comes bundled]
You are correct as per the bug: But, this is true in context with the SnapManager Products that are stil supproted with latest ONTAP.

Bug ID 1149659: SnapDrive for Windows disk resize operation might fail in ONTAP 9.5
If you are using SnapDrive as a standalone product then the highest supproted ONTAP version is 9.3. SnapCenter is the way forward not just for Host Filesystem but also for Applciation products.
Thanks!
