Win2k8R2 will not boot while FC HBAs plugged into fabric

I have a system with Win2K8R2 that will not boot while the FC HBAs are plugged into the fabric. If I unplug the HBAs, system boots fine. I'm not trying to boot of the SAN volumes, OS is booting off of local RAID. It appears to me that when the system sees the NetApp LUNs, the disk is being reordered and is looking to the wrong drive for the boot partition. System is an IBM x3650M2 with Qlogic QLE2460 HBAs. Anyone seen this and have any ideas?

An interestesting theory........ Tried what was suggested in the article but it didn't make any difference.

There seem to be lots of issues with this around IBM server and UEFI systems.
