I am able to login after creating a new user and granting that user BUILTIN\Administrators priv.
however the ETC$ share still says I dont have access.
Name Mount Point Description
---- ----------- -----------
ETC$ /etc Remote Administration
BUILTIN\Administrators / Full Control
HOME /vol/vol0/home Default Share
everyone / Full Control
C$ / Remote Administration

Make sure the volume security style of the $ETC reside should be NTFS.
example: qtree security /vol/vol0 ntfs
