FAS to V-Series

Is it possible to purchase a v-series license separately and convert a FAS filer to V-series? Or can a V-series stripped of gateway license still work as a FAS filer, i.e. use native shelves only?

A FAS cannot be converted to a V-Series.  A V-Series with ONTAP 7.3 or higher can run with native NetApp shelves with or without a back-end array.
