new snapmirror relationship status Uninitialized Finalizing Healthy false

My Symptom

Running ontap 9.1 p13

A SnapMirror type-XDP new created relationship reports a Relationship Status of "Finalizing" without increasing "Total Progress"  in OnCommand System Manager or the snapmirror show command output and it is not healty:
