ONTAP API Failed: Unable to check if Config Replication is enabled. Wait a few seconds, and then try the command again. (Error: 13001)

I haven't dealt/seen this error before, but I am guessing it is trying to check the replication status due to mention of 'config-replication', is there SVM-DR in place ? Have you checked the config replication is ok?
At the admin privilege level.

what ontap version are you running ? Also, if you just enter 'snapmirror' and do tab support, what options do you see...?
Just press tab after snapmirror, do you see option 'config-replication' ?

ok that's interesting the commands only work on one of the nodes.
What do you mean by only work on one of the nodes?
could you tell me - If this is a one-2-one relationship between LUN and Volume ? Or, there are more LUns in that volume. if there is just one lun (that you intend to delete) in that volume and there is no relationships (dr protection), then simply take the volume offline and delete it, it will remove the space held by the lun.
