what is the effect of Changing the Shelf ID and Shelf Stack, is there a possibility of Losing data?

A customer has 2 stacks which were cabled fine but had IOM 3 DS4243 and IOM 6 DS4246 in the same stack, is it possibile to recable and restack the IOMs change the shelf IDs without losing data

Yes, it is possible to change shelf id and stack without data loss. This is disruptive operation - you need to shutdown filer to do it.
