Do you see any leftover aggregates in "aggr status"? I wonder if this disk belongs to pool, not sure how pool is represented in maintenance mode. As this disk is in external shelf, you probably can simply unplug shelf during installation and add it later.

I see only one spare part number for empty shelf, so it is unlikely that it has any SAS/SATA specific settings. Did you try to power off shelf, remove two PSU and replace them with blanks, power on again? 4PSU SATA shelf is valid and I am pretty sure that if you remove PSU while shelf is powered on, it should report an error (how else would you know you lost it? 🙂 )

Define "every month" 🙂 The schedule does run every month, but you did not tell it at which day, so it also runs every day. If you want to run it once a month, pick day and set it in schedule (-day), e.g. first day of month. You do not even need to set months in this case.

I assume you have Data ONTAP 7G (always tell which version you have when asking questions). In this case you need to perform Data ONTAP install after 4a to fill in the root volume. You have to ask whoever gave you this system to also provide licenses. They are available on NetApp site for registered customers.

I doubt very much that what you expect is possible. Configuration backup contains cluster configuration (content of replicated databases). It can be used to restore access to existing data after those databases are corrupted beyond repair. But recreating all aggregates during configuration restore would be really disastrous for this use case. May be there are some diag level options, but it is definitely not something I expect to happen by default, normal usage. Root aggregates are only in WAFL because they obviously have different UUIDs so are not known to configuration you restored. What you do looks more like replicating cluster configuration to different cluster than to recover existing cluster. As far as I know there is no tool to do it. I would rather look at using ZAPI to capture configuration items you are interested in and replaying them on new cluster. In principle it can even be done using standard CLI

Yes, it will work with different firmware versions although best practice is of course to keep them on the same level. Accidents happen and I had cases of bad spares. Just open case and let support analyze whether it may be slot or simply bad luck.
