if I disable autosupport, then invoke a new autosupport, wait 5 minutes and re-enable autosupport - will it get sent out or not?

You can change notification settings. But no, the ASUPs will not transmit. You'll have to resend them.

First of all why are you trying to do this? Do you have any issue with your IP Address which you think can be solced with this? Please post the issue itself, i can try to help you then.
I'd like to do planned failover tests and during the test it would be great to avoid "spamming" my other team members.
