HTTP XML Authentication errors coming from OnCommand Host Package Server

I'm working on a problem related to BURT 552607 (Too many HTTP connections).

I've noticed one controller console receiving several HTTP XML Authentication errors coming from the OnCommand Host Package Server (installed on a separate server from OnCommand Unified Manager Core).  The controller in question was not even configured with OnCommand Host, however was setup in OCUM with valid credentials. 

What would cause this?
