How is the browser selected when you run the 2.0R1 SystemManager.exe?

I have 2 servers installed with 2.0R1 SystemManager.exe and both Internet Explorer and Firefox.  The default browser on both servers is Internet Explorer.  On server1, SystemManager.exe always runs Internet Explorer as the browser.  On server2, SystemManager.exe always runs Firefox as the browser.  No matter what I do on server2, SystemManager.exe always runs Firefox instead of Internet Explorer.
