Regarding PA (NMC), I can see processor_busy data in the attachment that you have uploaded. The values are very less.
You can right click on the chart and chage the chart-type. This would show the values.
In general to troubleshoot if data is not coming, you can do the following:
Check the data collection configuration for that particular counter of the host - whether its enabled or not, the sample rate, retention period etc.
You can find that in NMC at Set up -> Hosts-> Data Collection Configuration.
