One way to achieve this is by having the throttle set to zero during other times than the scheduled backup time. Below is the conformance error message that I got.

The conformance monitor runs once every 1 hour will try to conform but will fail, but once the bandwidth becomes availabe the baseline/creating relationship will happens. Below is a pic of how my throttle looks like
