Running OnCommand on a Window 7 virtual on OS X Yosemite/ No launch On Command 3.1 (3.1.2)

OnCommand unable to find SysemManager.config flle in the User home directory. OnCommand will not launch go to storage connection.

I can get it to work on a new user but if I reboot the WIndows Virtural it fails again. If I create a new user it works again.

I've had odd behaviours using mirrored folders in fusion.  If that feature is on, try turning it off.
