Throttle problem in PM

Hi

I have an issue with the Protection Manager. May I have a base knowledge problem. Why do I get always the following error?

Current throttle value is 0.
=== SUGGESTION ===
Change the throttle setting or retry the task at different time.

Remove the Throttle from your policy.

Or Increase throttle bandwidth by going to

NMC->Policy->Schedules->Nightly Transfer Window-> Edit.
