Where is the "Command coding guidelines" document???

In the "Workflow Automation Support, tips and troubleshooting guide" section 2.1 calls out the information below. I have 2/3 documents but I am not able to find the "command coding guidlines" document. Can someone provide me with access to this document?

Yes, this document is available.

Alas,we planned to update it for 1.1 and we got to it just now. The process is still ongoing,

and hopefully will end soon.
