I have a client that using HP Proliant DL360 G4, the system config is same as yours. It managed 40+ filers and has no any problem....so i think perhaps it's windows env problem.....Have you tried to using another web browser to instand, like maxthon, firefox or etc....or you can upgrade your jre to see if DFM works more quick.
