Can I use both a netapp local database users and users from Active directory in the same time on CIFS Share ???
How can I setup CIFS to achieve this ?

There is no special setup needed. As with normal Windows server you always have possibility to login as local user.
The ONTAP maximum file limits is lesser than the maximum possible number of files supported by ONTAP for a volume. This video explains the reason why ONTAP has this lower limit on the file count.
