Oracle datafile dependency on NetApp (after power fail)

My customer's facility suffers too-frequent power fails.  They are working on it -- but still happens from time-to-time.  My problem is that I have a Windows 2003 Server, running Oracle 11G, and the data files are on a NetApp SAN.  (Via QLogic HBA). The WIndows 2003 Server and Oracle almost always reboot before the NetApp does.  And since NetApp is not up, the data files are not available.  For some reason, Oracle doesn't retry, nor does Window.    Any suggestions?

This sounds like an awful situation, but  Diskpart.exe includes a rescan command which you may be able to wrap a script around, and only start Oracle on the presence of the correct disks...

I advise you disable quick boot in the bios setup for windows Server. In that way you will have enough time for your storage to come up.
