Unable to upload ONTAP 9.12.1.P4 update via ONTAP System Manager

Hi
I'd like to update to a higher version of ONTAP to address a pretty severe bug: SU530: [Impact Critical] NTLM authentication fails due to enforcement of Netlogon RPC sealing (Microsoft CVE-2022-38023) - NetApp Knowledge Base
In this case, 9.12.1P4
However, all attempts at updating it through the ONTAP System Manager have failed. It either endlessly gives me the "Uploading" message or spits out the following error message:
Internal Error: There is not sufficient space in the file upload directory to upload this file. Contact technical support for assistance.
I ended up using ::*> system services web file-uploads config modify -node * -size 7GB
But this didn't resolve the issue. Please advise. We can only upload the file locally, and not using a server at present time
