Convert SnapMirror from vault to mirror and vault ( type XDP )

We have a number of snapmirror relationships ( all XDP ) that have been created with as vault but should have been mirror and vault can the existing policy just be updated with a new policy that includes the sm_created label and then the next update will make changes effective ?

Yes, you should be able to update the policy to 'mirror-vault'. Next update should make the changes effective.
