Failover policy "Next available" is not availabe

The cDOT version is 8.3RC1.

Please advise is there any reason that "nextavail" is not available for failover policy

Things work differently in 8.3.  In 8.3 your choices are: 

system-defined

local-only

sfo-partner-only

ipspace-wide

disabled

broadcast-domain-wide

You may be following a guide for an older release of Clustered Data ONTAP.
